WebTech360 is our information technology services division that plays a key role in the services provided by our other two divisions. WebTech360 specializes in custom software, IT systems, handheld and Internet solutions for data acquisition, database management, data mining, 3D data visualization and Geographical Information Systems (GIS).
Its patented products, web-based Environmental Data Management System (webEDMS, U.S. Patent 7,031,838B1) and the Homeland Security Information Sharing System (HISS) helped IES usher in a new approach to analytical and informatics of massive CBRNE data and helped e-Informatics become an approved subcontractor for the Los Angeles World Airports’ new homeland security system.
In assisting IES’ environmental clients, we witnessed that critical site CBRNE data was frequently unavailable to project staff and decision makers which led to project delays, cost overruns, and adverse publicity. We also noted the success of a project is strongly tied to timely, comprehensive and accurate data acquisition, effective data mining, powerful data analysis, and efficient data sharing. A project-wide, cradle-to-grave data management system makes a competent team more productive. More importantly, it helps the team make the best decisions at the time it matters the most by giving them the most complete, accurate and current site information.
We looked for database management tools to solve these issues. However, no integrated, user-friendly system existed. We then formed WebTech360 to develop such a system to provide data informatics, analytics and sharing services to our project needs.
To achieve this goal, IES assembled experts from the following eight (8) disciplines and integrated their know-hows into one application.

The final products are webEDMS for environmental projects and HISS for homeland security applications. Both software systems are real-time, all-in-one, web-based data acquisition, analytics, visualization; human health risk assessment; warning and reporting; and decision making platform.
Specifically, each system
- enables users to collect CBRNE concentrations in the environment before, during and after site cleanup or terrorist attacks,
- allows users to analyze global CBRNE data spatially and temporally,
- alerts the command centers and troops of the advancing CBRNE plumes,
- provides real-time 3-dimensional information visualization and graphs to users so that they can instantly understand complex site conditions as well as the trends and magnitude of CBRNE threats,
- enables decision makers to real-time comprehensively and accurately assess site conditions, perform real-time “what-if” analyses, rank potential risks to human health, and timely generate actionable intelligence in their decision process, and
- enhances communications between stakeholders or the National Incident Management Centers, first responders and communities (or the Battlefield Command Center and troops) during CBRNE releases or CBRNE triggered emergency response to save lives and avert crises.
Furthermore, both systems are flexible and scalable. They can serve as platforms to link with other applications or specialty software used by clients to expand functionalities to meet project’s needs.
