I am delighted to extend my warmest regards to everyone attending the historic ground breaking ceremony for the Carson Town Center.

This ceremony marks the end of a long journey that has made possible by the cooperation between government and private business. As the first oil refinery in the history of California to be converted into a major commercial center, the Carson Town Center represents the future of private/public cooperatives.

Working through my Business Revitalization Center, it is especially encouraging to witness the transformation of the govenrment's position towards business -- from adversary to ally. In a world where the coats of litigation have become overwhelming and economic development imperative, this cooperative venture will establish and important precedent to be followed in the years to come.

The Carson Town Center promises to be a boon for the City of Carson, creating thousands of jobs and bringing needed revenue to the area. In fact, Kmart's decision to open a 170,000-square-foot facility in the Center is an example of the growth and revitalization that can be achieved when government listens to the concerns of business and local citizens.
